Good afternoon,

I bought this back in 2014 and created a character as a part of the bonus thing. I did so at the lowest level. Am I able to pay the difference to "upgrade" him? At 100+ hours I'm kind of regretting not purchasing a higher tier supporter bonus.

I'm a little (only a little) confused by your question. AFAIK, the available packs are:
https://rimworldgame.com/

Full game pack (this is just the game and nothing else)
Name in game pack
Backstory in game pack
Pirate King pack

You said you created a Pawn (a character) when you first purchased the game, so from this I am going to assume you bought the "Name in game pack". If you want to upgrade this to either the "Backstory in game" or "Pirate King" pack then you can do this, but you can't do it without using Steam. As on Steam you can purchase any of the above packs as creative content rewards, but as far as I understand it, you have to have the game registered on Steam to be able to purchase them. (Edit - I can't comment on the pay the difference aspect of your question as Steam is down so I have no price point reference for how much these CCR's cost on Steam).

So what you need to do is.

1 - Register the game on Steam. DRM-free purchasers can obtain a Steam-key from here.

2 - Purchase the creative content reward you want from Steam (I would post the link to the relevant Steam page, but Steam is dead at the moment due to holiday sales traffic)
3 - Uuuurrggghh, honestly not sure. I haven't purchased a CCR from Steam so I have no idea what happens next I'm afraid.
3a - But I assume Steam gives you a password of some sort, and then...
4 - Check out this thread and go to the login site (where you either use your password, or there is an option to ink with our Steam account by the looks of it)

5. - No uuuurrrgghhh this time, but I am hoping from this point on that relevant instructions will be provided for you.

A bit more info re: Purchasing an upgrade as a DRM-free owner, and a comment on this by Tynan, can be found in the first few comments of this blog post (where he is replying to my rather bad attempts at asking a simple question).
