A suggestion I made in another thread:

Add an invisible 'groundwater' layer under the map. Places with water can be dug to make wells.
There can also be pre-made wells on the local map to begin with.

Pawns without water die.

This will add another important consideration when placing your colony, because on one hand you'd like to be close to a water source, and on the other hand it might not be the most ideally defensible location.
This is a good way to deal with mountain bases in many cases, because finding water under the mountain will be unreliable (like looking for low-roof areas in a mountain, to unroof and let your coolers vent there).

For later there can be reverse osmosis rain filters, or filtration of river or standing water, etc. and even special implants to help pawns with survivability which are especially useful for caravans (for example an implant that makes the body absorb air moisture to the point of nullifying the need to drink, or implants that auto-filter water so the pawn can drink anywhere)
