Temp Block Factions

In my game i have been playing with a tribal start going through eras. I wish I could block out high tech factions like spacers and modern until I am closer to their tech level. I don't want to block them forever mind you. Just until I have reached their era or at least the era before them. Could someone make a mod like that?

The only solution i have come up with is just manually deleting raiders with god mode when they appear if they are too high tech.
