Faction blames me for deaths of their people due to Toxic Fallout.

I assume the player shouldn't get blamed for environmental effects that are out of their control? The fallout starts, and they don't react. They just stand around and die. They could come inside if they wanted.

They even sent a new group of traders during the fallout later on.

Are you playing with any mods?
If so, please let us know which ones, as mods may produce aberrant behaviour in trade caravans.

If I remember correctly, trade caravans should already leave the map when a condition like toxic buildup (from toxic fallout) reaches a high enough level.

If this is not occurring, then there is possibly an issue.
Could you please provide a copy of the output_log file?

Posting a log file means uploading the log RimWorld generated. Here's where to find it:

It's Hospitality that does the blaming, so this would be a hospitality bug.

Oh! You're right. I really  thought I had disabled that mod, I guess I didn't. Sorry about that, sounds like it's the mods fault.
