I think you're confused.  We're talking about avoiding friendly fire by clumping up your colonists; they have no chance of hitting any friendly pawn in a 2-3 tile radius of themselves, hence "firing over the shoulder".  Nobody said anything about firing over the shoulder of an attacking enemy, to scare them or otherwise.

Not a bad idea really that they won't hit friendlies if within a 2 or 3 tile radius. Its both amusing and extremely frustrating that in Rimworld, pawns can be lined up one behind the other and in the midst of shooting, the pawn behind can accidentally shoot the pawn directly in front of him. Its like the pawn is firing over the top of his friend's head who is maybe kneeling but he accidentally decides to aim low and blast his friend's head off...
