[W|4.1.3] Mapgen : Geothermal generator can be unbuildable (minor bug)

Summary :
In the unlikely scenario that the geothermal vent is spawned within 3 or less blocks of  the edge of the build limit (build limit seems to be 10 blocks from edge, so we are talking between the 10th and 13th blocks from map edge), it is impossible to build a geothermal generator on these vents.

Steps to Reproduce :
1. Generate or load a saved map in which there is a vent spawned on/near the map edge.
2. Try and build a geothermal generator on the vent and it will not function.

Note 1: Checked bug tracker and see no mention.

Note 2: Recommend change to map generation process.  When placing vents, limit the range within which they can spawn, allowing for a space of 3 or more from the map edge.
