It is not craftable item
only way to craft it is to make a mod for it
I'm uncertain if there's a mod like this already but fortunately it wouldn't be too difficult to make yourself if you're willing to spend some time on it!

Seems a bit silly to me that we can't craft this item for ourselves without a mod, if you ask me

I think the idea is if you could craft it it'd be too easy to build a fort that's immune to psychic ships, but as a bought item you can protect a few people.

Fine, then do nothing, or give up and install a mod.

I don't really actively get psychic foil helmets, unless I find that I have a particularly nasty Psychically Hypersensitive person (which I've yet to see), and even then I'd prefer to get a low quality one as that has no effect on psychic resistance but a considerable impact on price. Generally, drugs will see that sort of person through brief psychic events anyway.

I found an armor mod that lets me craft them for 50 Steel, 200 Silver, and 10 Cloth.
