Paid mods are an inherently bad idea because modding communities have never been about doing it for money. It's about doing it for the passion of creating something good that other people get to enjoy. The second money gets put into the equation, instead of making content for fun and for other's enjoyment the goal is making it for profit- and quality immediately nosedives. Modders do not deserve to be paid in anything other than the gratitude and enjoyment of those using their work. Anyone who says any differently does not care about modding in the first place.

About the autoupdating mods, couldn't modder not upload their mods to a repo, and the users, just add a line into an update.bat, which just pulls the latest version?
Unfortunately git is too complex for many end users to bother with.

Actually, a mod portal need only have the support of modders at first. Once all the mods start going up on there, word of mouth (and the convenience of using the portal) would do the rest.
