[A16] Game-breaking - caravan loading stuck on items that no longer exist

At least, that's what the log says to me. Especially when loading a planet-crossing Rimworegon Trail caravan. Having to micromanage my colonists to eat, I think I told some of them to eat the corn and simple meals they were supposed to load. This could also be an issue if a raid happened during the packing (which it did) and all those grenades flying around destroyed some items you were loading.

Quick fix would be to let us just go when the only items remaining are ones that don't exist. Longer-term QOL fix would be to let us edit caravans and drop-pod contents whenever we want.

Saves. The bug should show up just by hitting play.
1. Free Family packing.rws. Before I started packing
2. Free Family worst packing ever.rws. After a raid during packing
3. Free Family y u wander.rws. Packing is finished, I think, except for a few straggler items that were eaten.
4. Free Family caravan worked.rws. Rewound to save #1, tried again. I left a few of each food item, but I think we ate a few and the game made some substitutions.

Thanks for reporting. The caravan loading algorithm has been improved in A17, so I think this bug is already solved. If it happens again in A17 then please report it.
