Wondering if I could put the kitchen where the Heat vent on the cooler is, and have vents leading to other rooms for heat.

If you're already using them for a freezer it's a good idea to use the waste heat to heat other rooms, especially in colder climates. It will save on power consumption as you will need less heaters.
The only difference between screwing around and science is writing it down.

You can, the problem is that it can cause the kitchen to become too hot. Rooms adjacent to the freezer also affect its temperature.

On Boreal forest and colder maps this can be a good strategy, as only summer months (if any) pose any real challenge when it comes to cooling. In warmer biomes like desert or rainforest, it will almost certainly cause problems.

Your second idea is good on paper, but you cannot spread heat indefinitly. The best way to heat your base is to heat a very large central room to a comfortable temperature, then use vents to spread the heat all over your base. You may need additional heaters in stratgic locations, but it's much cheaper than placing a heater in every room you want to keep warm.

Using the heating side has its benefits. You have to remember though, if you don't have a hot room that needs cooling, the coolers will never turn on, meaning they will be completely useless.

You just need to cool to -200C, since you don't reach that temp easyly the coolers will be allways on.
The more difficult or micromanagment is to keep the right temp. on the warm side.

But i think the main question are, does a cooler can generate more heat then a medium heater, both use 200W.
