Item cache quest occurs before player has trade beacon or comms console to do it

Not sure if this qualifies as a bug, or an oversight, or working-as-intended, but on a tribal start I just had an item cache event, which I couldn't do because I needed to have a trading beacon to pay for the information.

I encountered the same issue on a Crashlanded start on Day 7, long before I could (reasonably) research a trading beacon.

Yeah this event should be disabled unless the tech is unlocked at least.  Probably also unless you have a comms console actually built (similar to how orbital traders don't occur until then either)

It's okay.

The player may be able to get a trade beacon in amazing time using some special magic (e.g. some oncoming game mechanics).

Also it serves an informational purpose indicating that these quests do exist.
