Fires spread in outdoors roofed area in -30, but wont spread outside roof

I have a roofed outdoors stockpile. It is winter. A fire started in my stockpile and a lot of things burned away.

I noticed that when sparks of fire went outside of the roofed area, the fire wouldn't start there, and I think that's because it is -30 outside.

It's -30 under the roof too, but fire spreads here without limits.

Is this supposed to be realistic, or is it an oversight?

Just tested this scenario in A18 and everything seems to work fine. Thanks for reporting though.
