Adding mod to your mod list without workshop

OK so I don't have a Steam copy of the game but I would really like this mod.
Until now, there is no other download link besides workshop which means I cannot download it. Can some of you folks download it and post a Dropbox link? I've already tried workshop downloader but it doesn't work due to Steam API or something.
