Some drugs are already incorporated in the game in the form of flake,yayo and smokeleaf and some others i cant recall right now.

Hey as the maker of the original weed mod (last update alpha 10), I can confirm they did add some drugs (one of the reasons I stopped but mostly because I went off to develop and work on other projects). If you wish I can provide the old alpha 10 files if someone wish to update them (simple XML so you should be able to learn quickly) any other questions feel free to ask.
