How do I increase all guns base speed of shooting?

It's exactly what the title says. I want to know how I would go about changing all gun base shooting speeds so the game feels more fast pace, and id like to do so in a mod so I can upload it as my own . I have some basic knowledge of C++ and XML and JAVA if that helps.

Just edit the scenario stat multiplier. You don't even need a mod for this.

Select scenario of choice.
Click Edit Mode.
Click add part. Select stat multiplier.
Select the one that says Range weapon cooldown. Multiply it with a number lower than 100. The higher this multiplier is the slower ranged weapons will shoot. The lower it is the faster they shoot.
