The game is stuck zoomed in (Steam)

I've had my game look like this ever since I used the start command " -quickstart". So far I've tried reinstalling the game, " -autoconfig", verifying files, and manually deleting save data. The game's UI is too large for me to change any of the game's settings; anyone know how to fix this?
