I'm thinking it's kind of like The Gray Fox from The Elder Scrolls, or a similar trope.

Not the same Sam "Sammy" Gerador, they just take up that namesake :P


Speaking of which, several games I've played have had Holly "Kit" Kettu leading a faction. Really common character.

I think the game might actually not have a large pool of leaders to choose from.

Well, the Pirate King version of the game/DLC is extremely expensive, and I doubt not many people will be willing to fork over 370-400 USD for a character that just gets to be a faction leader. A bit steep in my opinion.
