Scenario Editor Issue

Hoping this reaches someone soon.  I am desperate to find an answer.  I have a scenario to start with Solar Generators, but I do not.  I have the research needed to craft them so I dont know whats wrong.  Help please.

The solar generators at vanilia arn't able to reposition and minified.
When the scenaria tells you to have solar generators it might refer to a mod that give the minified to solar generators too.
With the scenario editor you can item, in this case minified solar generators, to the starting items and since this feature don't exist in vanilia it can't work.
