(1.18.1704) Ground-penetrating scanner eats power while off

Title.  It draws identical power when on vs off.

This is an inconsistent implementation to other devices, and a false choice if the power draw is 100% identical.

I used a fully charged battery to test this, as it's easier to see the power draw.

1. Connected GPS to a fully charged battery with nothing else in the circuit.
2. Observed Connected rate/stored: -1500W/1000 Wd; and battery draining.
3. Flicked GPS off.
4. Observed Connected rate/stored: 0W/970 Wd; and battery no longer draining.
5. Summary: GPS does not draw power when it's off.

Unable to reproduce the issue. Can you further explain your scenario and/or provide steps to reproduce the issue or upload a save file?

On further review, I'm getting a weird interaction.  Not only was it still drawing power when off, I was able to similarly get it to stay on w/o using power (...).  Doing it repeatedly afterwards or letting it run for a little while seems to properly update it.  Turning it on/off after isn't doing it...it reacted instantly.  Rather than a "this is always powered", there seems to be a small delay and it resolves if you wait.  If I can reproduce the delay I'll give a save but it's a much smaller deal than I thought.
