[0.18.1717] Ranged weapon bulk doesn't affect melee DPS

Circumstances
In this linked save file, there are two colonists with two ranged weapons of different bulk stats but the same tools: bolt-action rifle and sniper rifle. Looking through the assembly, if I've read it correctly, weapon bulk is supposed to affect the commonality of each melee tool associated with said weapon; the colonist with the bolt-action rifle should therefore have a higher melee DPS than the colonist with the sniper rifle. However, when inspecting each colonist, they have the same calculated melee DPS.

Also in the linked save file is a pair of unconscious thrumbos to be able to visualise the hit distribution. I've only done one run with this save file, and the following is how many melee attacks were done with each ranged weapon, demonstrating commonality put into practice:

  • 168 hits from the bolt-action rifle
  • 188 hits from the sniper rifle
The deviation can be put down as a standard margin of error, but each weapon has roughly the same number of attacks, even though the sniper rifle should in theory only have roughly half as many uses as the bolt-action rifle since it has twice the bulk.

Expected Outcome
Ranged weapon with higher bulk (e.g. sniper rifle) to see fewer uses in melee combat than ranged weapon with lower bulk (e.g. bolt-action rifle).

Actual Outcome
Standard commonality gets applied.

Steps to Reproduce
1) Load up linked save file
2) Set each colonist to melee attack their respective thrumbo
3) Stick the game on 4x speed until both thrumbos are dead
4) Tally up the amount of melee attacks with each ranged weapon
5) Optional: Run multiple trials to confirm
