Help Your Neighbors?

So your neighbors sometimes send help (willingly or sometimes they're just wandering through when an attack is happening) and it got me thinking: Why don't they ever ask me for stuff? Maybe they're having a food shortage and I happen to have a load of potatoes I could send them. Obviously they would like me more as a result.
