[A18] Prisoner incapable of violence stages prison break and fistfights

If you manage to get a prisoner who is incapable of violence (such as via space crash landing), they can still prison break and fistfight you.

It makes sense they can prison break and try to just flee, but they shouldn't actually do melee attacks. Need to add a "capable of violence" check in decision tree.
