Add "Allow dead man's apparel" check to outfits.

So my options here are "disable armor vests entirely" or "micromanage and forbid/destroy the ones I see before people put 'em on".  I'd like for people to stop wearing clothing of the dead if it's just going to put them in a foul mood and burn my village down.
Two tiers of construction jobs.  One for expensive/quality items, and one for walls/floors/etc.

Yes please I agree just a tick box in the apparel options.

You are correct with the armour vests as well. 'Hmmm why is that pawn always popping up with minor break risk?" yep dead mans amour vest.

Same thing with tattered apparel.

For tattered apparel, set the HP slider to "50%-100%".  Once their clothes fall under 50%, they'll drop the tattered clothes and replace them, if available.

It'd be nice to have this for rotten item types too, for general purposes. I can stockpile food, and not allow rotten items in the stockpile, but I want to make a pile specifically for rotten items, that way the pawns will prioritize moving the rotted muffalo out of the freezer next to the cremator after the solar flare.

Just make your garbage pile allow rotten and make it a lower priority than the food pile.

For the tattered clothing - to avoid the "someone is wearing tattered clothes" notification, have them swap clothes at 51%.

Thanks, but I'd prefer to stay vanilla.

"hand me that brick" (people can bring materials to geothermal generators and ship parts even if they're not constructors)
"Look at me, I'm the worker now" (override "not assigned to ____" if you're trying to force them to do something)
and
"OSHA compliance" (always treat deadfalls as armed, to avoid stupid deadly accidents)
are also all amazing mods that should be in the base game.
