Npc's with bionics?

In all my games I never run into any npcs or raiders that have bionics except for the occasional spacer from the ancient cryo caskets. Is there a mod out there that could fix this?

There already is a small chance that specific raiders spawn with bionics but it is pretty small.
I don't think there is a mod for it right now but I guess it could be done easily enough.
