Disable building on research?

Is it possible with xml to disable a building with research? If not does anyone know if a modded Library does this? CCL has this feature but is not up to date with the game.

Same here, I miss this from CCL as well.  The whole CCL features I mean

I loved CCL and really wish it could come back. I know it was a huge burden on the creators but so many of us modders loved it and now that I am financially stable, I would give back.
