"Plant harvest yield" stat in scenario editor does nothing

I've gone in to the scenario editor and made some changes, like global work speed, and plant harvest yield. In this case, the yield is 500% for testing so I could clearly see it, after noticing it wasn't working on a previous game, but with heavy modding.

I've just gone to plant something, on a map with no mods, to confirm my theory. When I use the dev tools to finish a plants growth, and a harvest is made, it only harvests the amount on the Wiki, for example 7 corn, instead of, in theory, 35, as it should be 500%.

Am I misunderstanding this stat or am I doing everything right and this is a bug in the game? Global work speed appears to work fine.

This is because the "Plant harvest yield" doesn't affect the yield directly, it gives you a chance for a completely failed harvest. So you always either get full yield or none. The chance for failing is 100%-"Plant harvest yield" stat and because the chance for failing can't be lower than 0, "Plant harvest yield" is effectively capped at 100%.
