[mod request] would it be possible to make a dbz mod for rimworld?

hi im new here but i have had mods on rimworld before but i always wondered they have starwars mods,magic mods,and other but they never have had a dbz mod i wonder if there is a person out there who can capitalize on this idea. i'm not a mod maker my self but i'm hoping that someone takes this idea.
and i would also suggest that if a person is to take this idea they should probably know a fair bit about dragon ball z
