[W|0.4.462] colonists are too anal about which stockpile an item is in

I have some fields next to a room with a food stockpile in it set to normal priority. Some distance away is a kitchen with a food stockpile set to preferred. If the kitchen stockpile has room for a few strawberries in it, haulers will spend ages taking those 5 strawberries to the kitchen rather than quickly getting all of the strawberries in out of the weather by taking them to the nearby storeroom. The result? A flock of squirrels eats all of the strawberries left outdoors.

The colonist's behavior would feel a little more natural if they took things not already in a stockpile to the nearest stockpile rather than the one with the highest priority. Stocks in the higher-priority stockpiles can then be replenished from lower-priority stockpiles.
