It's an arbitrary number that gets you onto greenlight and steam, valve chooses things with high votes but that's no guarantee that the game will be accepted.

Never knew it worked like this, ah well I think I understand why they don't instantly allow games with a high number of votes. I'm sure RimWorld will make it to Steam

Well, just looking at voter-friendly titles that went up on Greenlight not long after RimWorld I'd guess The Mandate, as it looks really good and already has some good change on Kickstarter.
