[1.0.1936][Bug]Cannot copy bills between different production implements

I attempted to use the copy bill feature today, and couldn't copy between different production implements, only the same.

Example:

• I want to copy a Simple Meal Bill between a Fueled Stove and another Fueled Stove = okay.
• I want to copy a Simple Meal Bill between a Campfire and a Fueled Stove = Doesn't work.

I would expect to be able to copy this bill between different production implements because that particular bill is available in both.  If I'm moving into a kitchen from an early game campfire, it seems natural that I could copy the bill.  Later on, I might want to copy the bill from a Fueled stove to an electric one as well.
