[1.0] Weapon quality should affect cooldown

Weapon quality should have an effect on cooldown as well as damage and accuracy. It'd make sense from a logical perspective since mechanical weapons (bows, assault rifles etc.) would probably have those mechanical parts be of higher quality, and melee weapons would probably be more finely-balanced and generally less unwieldy.

As a counterbalance, perhaps the quality's effect on projectile damage could be nerfed so that there isn't a significant overall DPS change.

I absolutely agree tho. A shitty pistol should not do as well as an excellent one. A well made club is much faster than an awful mace. However, how should this work with Shooting/Melee skill? Perhaps after a point, a good marksman can shoot better with a nornal bolt-action than an awful shooter with a good AR.

A lot of the problem with RW's combat is a lack of feels for the player. Is there any reasonable observable difference between a level 9 fighter and a level 13? Maybe there is, but the game doesn't show it. It needs rigorous testing ala your fight thread or a good presenter like Spiritofthelaw with his AoE2 stuff.

Basically, the game should show the differences brtween good quality gear and high level pawns the same way you can tell the difference btween a level 18 builder and a level 8 one.
