Plate Armour and Power Armour should reduce melee dodge chance

Self-explanatory. Since plate armour and power armour are particularly heavy pieces of equipment and cover the body from the feet up to the neck, they wouldn't just be cumbersome but would probably constrain limb movement too, which'd hurt somebody's ability to dodge.

Maybe a -10 dodge chance offset for power armour and a -15 dodge chance offset for plate armour.

Wouldn't it make more sense to have this depend on movement speed? Someone really fast should be better at dodging than someone who isn't.

It already kinda does, since it depends on the Moving capacity. This'd also somewhat tie in anyway since power armour has a movement speed offset of -0.4 c/s versus plate armour's -0.8. Not perfectly proportional, but close enough.

Being someone who fights regularly in armour and in plate armour at times know that overall, there isn't really a massive loss in dodge speed while wearing it IF it is properly fitted.

Which armour and clothes just magically is in rimworld, since having it another way would mean insanity inducing levels of micro and coding.

Point is.
Yes, plate armour slows you down.... a bit.
But in practicality in a fight, with one who's used to wearing it. The penalty is negligible.
The large thing is stamina, which will drain faster, but stamina isn't a thing in rimworld so that's fine as well.

Also, power armour has motors and stuff which reduces the impact of its weight making it less problematic to wear and move in.
And seeing XeoNovaDan's comment, it seems that it reduces move speed, so i think that's fine as it is.
