B18 cook told cook until 16 simple meals, cooked 80 or so meals?

On my wifes game she told the cook to cook until he had 16 simple meals, we came back to that colony to find he had cooked some 80 meals all dumped around the electric stove and 10 in the freezer.
A stock pile zone was available and the stove was not told to dump?

Weird. I've seen it while set to dump (and it's why I put a low priority stockpile near my stoves to catch dumped meals) and I've seen them make one more meal than told (I assume because they queue the next task before dropping the meal so don't "see" it when counting meals in stockpiles) but I've never seen them just go.

I literally can't think of anything other than the meal set to dump.
