There's about three mods that let you disable skill degradation now, but it makes Great memory, a new perk introduced in B19 for slowing skill degradation, completely useless.

I'd like a small mod to prevent pawns from spawning with it.

To make this, I think all you need to do is a mod with the following:
Quote
<Defs>
<TraitDef>
<defName>GreatMemory</defName>
<commonality>0</commonality>
</TraitDef>
</Defs>
Then put it in Defs/TraitDefs/Traits_Singular.xml

Try asking one of the "no skill decay" authors to put that snippet in their mod, it really should be a part of them.

Couldn't you also do this w/ the scenario editor? IIRC, the "Disallow trait" part has settings that allow it to apply to only your pawns, only enemy pawns, and all world pawns.

There's no such thing.

The scenario editor is pretty shoddy and the settings don't even work half the time, with no mods.
