ModConfig.xml

I'm trying to load a modlist, specifically this one from Thet's Modlist https://steamcommunity.com/sharedfiles/filedetails/?id=1214471573 and everytime i overwrite the existing ModConfig.xml file with the one given it saves normally but as soon as i start up the game it gets overwrited to one with only Core in it. Anyone else having this problem?
