Technology Limitation (For specifically themed runs, eg: Medieval)

Some form of method to reduce how far the world can advance technologically would give a whole new level to runs people would be able to do, from doing tribal-only to sci-fi only, if there was a proper way for us to set a sort of 'era' or such that can allow us to do these sort of themed runs it would be greatly appreciated.
