Disable Skill Decay?

Anyone know how or where i can edit this annoying skill decay, i have literally check almost all the xml even looked into the asset files still nothing..

Well if you checked all xmls, then it's probably in dll, which I know nothing of, sorry.
Tried to figure it out once, after 3 hours I still couldn't modify anything.
You should ask a modder if he could change the said value and send you the given file,
probably that's the fastest and safest way.
