[1.0.2150] middle click panning does not work on mice with high poll rates

OS: Linux (tested in both in Ubuntu 18.04 and Arch Linux)

If you have a gaming mouse (such as Razer) and set the mouse polling rate above the default poll rate of 125 Hz
(either via polychromatic for Razer devices or adjusting it with linux's usbhid then verifying the poll rate with ehvz tool)
middle click mouse panning will stop behaving properly and will barely move the viewing window.
