Game freezes since crash - even in old Savegames

Problem:
I like to play with mods ... a lot of mods.
Before beginning a new colony I spent hours testing mod compositions and map sizes to make sure there isn't even the slightest evidence of stuttering. I am pretty sure I was successful, as I played countless hours without noticing any lag ... right until the game crashed due to some bug probably related to "Dubs Bad Hygiene" (as the whole map was filled with unconnected pipes in the last - corrupted - savegame). I loaded a previous savegame and noticed, that there are freezes every 16 seconds (no matter the game speed). They are just a minor stuttering, but since I noticed them I just can't unsee them and it's driving me crazy. I even checked one of my earliest savegames of this colony, but the freezes prevail.

Mods:

Horses sometimes cause  NullPointerException breaking the UI if you hover over them due to some incompartibility with CE, which has some problems on its own in HCSK already, but besides these neither consistent nor gamebreaking bugs my Logs stay quite clean.

Hardware:

Intel I7 8700k Processor. (Runs at 18-29% when playing Rimworld, overlocked to 4,4 GHz)
32GB DDR4 RAM. (I managed to use up to 11GB RAM when playing for hours without restarting, now the game won't go over 4GB before I quit due to the freezes)
NVIDEA GTX 1080Ti with 11GB DDR5 dedicated memory (Runs at 14% with less than 2GB of it's memory in use)
Samsung SSD EVO850

What I tried so far:

- Checked for red errors in the log
- Asked on the HCSK Discord about the problem
- Checked, if this problem still occurs on a new save (started new colony with default map size / yes it does)
- Reinstalled the game
- Updated my Drivers (Processor and GPU so far)
- Closed all other applications in the background (besides steam and discord)

My Questions:

I am almost 100% sure there were no freezes earlier, so where do the come from? How can I get rid of them?


To better understand the reason behind my freezes I'd also like to find out:
- How much do cosmetic mods like hair affect the performance if none/only a few of the hairs are loaded?
- Is there a way I can check how much performance a mod needs?
- How much do trait mods or partial inactive mods (like mapreroll impact performance)?
