The Terraforming Process, An Overview.

Stage 1:

Initial terraforming crews (4-100) land on the planet and establish bases.

Initial terraforming crews set up AI core and stand up a mechanoid workforce. Identify suitable engineering projects and set the mechanoid workforce to work.

Crews go into cryosleep while mechanoid workforce pursues terraforming projects for indeterminate period of time.

Stage 2:

AI Core wakes up the crew once Stage 1 complete or the project is deemed a failure. Success is measured by the planet's level of human habitability.

Crew assesses the situation. If the project has failed, either repeat Stage 1, or initiate distress signal protocol.

If the project has succeeded. The crew introduces plant and wildlife onto the surface.

Note: The introduction of insectoids are a critical part of this stage as they are necessary for the successful propagation of surface vegetation.

AI parameters are set for monitoring and genetic modification of plant and wildlife. Mechanoid workforce is largely de-activated.

The crew goes into Cryosleep.

Stage 3:

AI Core wakes up the crew once Stage 2 is completed or the project is deemed a failure. Success is measured by the planet's level of human habitability. At the end of Stage 2, the planet should be close to 100% habitable for human settlement.

Crew assesses the situation. If the project has failed, either repeat Stage 2, or initiate distress signal protocol.

If the project has succeeded. The crew introduces human life onto the surface via artificial methods of human pro-creation.

The goal of stage 3 is to build up a sizable human population which will build up the infrastructure of civilization while waiting for the first colony ships to arrive. The crew are expected to spend the remainder of their lives devoted to properly raising the newly created artificial humans.

The crew notifies Corporate Headquarters of Project's success.

Corporate HQ prepares subsequent ventures to newly colonized rimworld.

I had always figured "Insectoid scout finds that this crappy planet has suddenly become much better! Unexpected guests show up and make themselves at home."

I have also figured the limited selection of animals represents whatever random species got dropped here at some point or another.
