Alturnitive mod loader Ie : exturnal mod mangement

i am still haveing ishues with haveing a list of over 300+ mods i cant navigate them eaven if thay are not enabeld . this same ishue was solved for me when i did the same to x-com 2 then i ran into this neat gizzmo. alturnitive mod luncher. is there a way to make a similure program to read mod folder and steam workshop to put a list you can check off and move around then make it wright them to the config files and posably boot stame / drm free game form this tool ? would be nice and hell usefull for us nerds with mod addictions.
