V 1.0.2231 how to get legendary stuff?

Spcultures, Clothes, Weapons, Furnitures...i ve got a few "20" in crafting, clothing, building, but rarely got i the legendary level. Does it come form mods i installed?

IIRC, Beta 19 changed it so that Legendary items can only be created by a colonist with the "Inspired Creativity" inspiration. You can get inspirations randomly from having high mood pawns.
