Carpet as install on ground not on recent floor

I have unlock the "Carpet" on research. So when I ask to someone to install a carpet on the floowing, he's taking off the floowing and install the carpet on the ground (bare earth).

maybe you didn't understand it.
Carpet is like all other flooring not like a rug which is above the flooring.
And a rug would count toward furniture and not floor.
But at vanilla there don't exist rug's but serveral mod's add these and doormat's.

This is working as intended, it's replacing the other floor you have down and putting carpet down instead, as Canute stated.
