UI on a laptop

I have a steam version of RimWorld and have many mods in the game making my laptop screen not able to get the UI all in keeping key pieces to the mods like Rim of Magic or the Rim of Madness Vampires go above my screen and I would like to know if there is anyway to change it because I can not find the files through my steam bought version of the game

Take a look at this thread from Steam. In there I have some posts detailing how to change the UI size to a custom setting. That should get you by, if you have any questions, feel free to ask.
