Not getting enough frames to run 144hz smoothly

Alright so my problem is that when i run the game in 144hz, the most fps i'm able to get is ~130, which is a problem that leads to the camera skipping, and making the game unplayable. I have lowered my refresh rate to 120hz, and i get 120 frames so there is no problem.
I'm pretty sure i can run the game, as i have a GTX 1070, a Ryzen 3900x, and 16 gigs of ram. Is anyone able to run the game at 144hz, or is this problem on my end?
