[1.1] Tribal's comms console is not appearing

The portable self-powered comms console doesn't appear to show up at all in the game, whether it's in the tribal scenario, or any other scenario. It's also not anywhere to be seen in the developer menus under Weapons, Apparel, Place Near Thing, Pawns, etc unless it has a strange name I'm not noticing.

My mistake, this was in an earlier internal build and removed. I fixed the patch notes. Sorry!
