[1.1.2552] "Caravan Idle" alert does not show up at night

The "Caravan Idle" alert does not show up when the caravan is stopped for the night, even if the caravan is resting or at its destination with no further orders.

The alert should show up even when the caravan is stopped for the night, so players can set a new destination and the caravan doesn't waste travel time in the morning.
