[1.1 / Royalty] Farming Decree during Winter

I'm not sure if this is a bug or just a Royal being a pain but a farming/gathering decree during Winter just isn't feasible. Could be that I'll have to use Hydroponics but all of the other decrees have been reasonable, like only hunting specific animals while they're on the map and only ordering an amount of them that's possible.
