[1.1 / Royalty] Should we be receiving quests from hostile factions?

Again, not too sure if this is intended or not, but it seems unintended that I'm getting quests from a faction that regularly raids me. I can understand the clear camp quests as if you're mercenaries/pirates like the Marauders from Stellaris but I just received a Temporary Workers quest from the hostile Outlander faction, I haven't accepted it yet so it could be a trap but I don't think it is.

Regardless, it works whether or not it was intended, just seems a lil weird is all.

Yes it's actually allowed and specifically designed-in. It allows them to give you relations rewards. The asker is really the faction leader, not the 'faction' itself.
