Translation problem

in this file, <Util_GenerateSite.root.singleSitePartRules.slateRef>     
this part's translate didn't work in any languages. always display English in game

and use LanguagePack.tar file, the Backstories.xml didn't work in game.
the same display English when this file has been tranlate.
need to uncompress tar file, can display the Backstories.xml tranlate.
